The Hardest Thing to Build is Trust: Why Greater Consumer Protection is Now Necessary in Local Government Infrastructure
Vaughn Crowther, Director, Utility Infrastructure Advisors
Amid the largest rate increases and the most significant upheaval our sector has seen in a generation, the greatest risk is to the very people we are meant to serve. This presentation argues for stronger consumer protections to ensure we, as professionals, do not become the public’s biggest challenge.

Improving resilience of an ageing asset: Observations and experience from the Tairawhiti following the events of 2023
Rob Bond, Technical Principal, WSP
Much of the GDC bridge catalogue is over 50 years old, many of the bridges are multi span and follow a similar design approach that was developed in the 1960’s and 1970’s. Adopting a “build back better approach” to providing resilient solutions sounds good but in practice does not always meet the expectations of NZTA funding or current design standards or even ensuring the historic bridge design is not compromised. Gisborne District Council worked with WSP to develop a design philosophy that targeted improvement where possible and enabled low cost, low risk solutions to be employed whilst protecting the remaining life of the asset.
The presentation will work through some examples of damage and challenges and approaches taken to ensure both funding was approved and resilience could be improved whilst remaining fit for purpose for maintaining an ageing asset.
